Boğaziçi University has a comprehensive policy to ensure the protection, restoration and sustainable use of terrestrial ecosystems such as forests, mountains and drylands. This policy forms an important part of the university's sustainability mission and regulates land use within the university.

Being Sustainable and Green

Boğaziçi University members will be environmentally conscious and will integrate the work to be done into their daily campus life and teaching programme for a sustainable campus life.

The aim is to prevent environmental pollution and improve energy and natural resource management through the participation of university staff and students in sustainable campus life. Emissions and waste generation will be reduced, and activities such as recycling and reuse will be implemented in line with the concept of sustainable campus life. Preserving the historical, cultural and green fabric of Boğaziçi University is among the priority objectives in this context.

As a result of these efforts, it is intended that Boğaziçi University be recognised nationally and internationally as a ‘model sustainable university campus life’ through various environmentally and socially sustainable education and teaching practices.

Administrative

Boğaziçi University's vision is to be a successful, sustainable, and ‘green’ university that meets universal standards in education and research.

In light of our university's vision, mission and core values, the sixth of the seven strategic objectives set for the 2010-2014 period with the approval of the University Senate is ‘To be a sustainable “green” campus’. The strategic objectives defined within this scope are:

• SO 6.1 To plan and manage the creation of a sustainable and ‘green’ campus
• SO 6.2 To raise awareness of ‘environmental sensitivity’ on our university campuses
• SO 6.3 To make daily campus life sustainable
• SO 6.4 To ensure that all new buildings are ‘green’
• SO 6.5 To preserve the historical and green fabric of the campuses
• SO 6.6 To initiate and continue the necessary work to make our university carbon neutral.

For a sustainable and ‘green’ campus, it is aimed that Boğaziçi University members have environmental awareness and participate in related activities within the framework of daily campus life and the teaching programme. For a sustainable campus life, it is aimed to prevent environmental pollution and improve energy and natural resource management with the conscious support of our university members and students. Emissions and waste generation will be reduced, and activities such as recycling and reuse will be implemented in line with the concept of sustainable campus life. Preserving the historical, cultural and green fabric of Boğaziçi University is among the priority objectives in this context. As a result of these efforts, it is intended that Boğaziçi University will be recognised on national and international platforms as a university with ‘exemplary successful sustainable campus life practices’ through its environmentally and socially sustainable education and teaching practices.

To achieve these goals, the ‘Sustainable Green Campus Practices Commission’ was established in 2014. The Commission is chaired by Associate Professor Nilgün Cılız.

University Policy on Terrestrial Ecosystems

Boğaziçi University encourages efforts to protect forests, mountains and other ecosystems on its campuses and university-affiliated lands. These policies have been established to ensure the sustainable use of natural resources and to ensure the healthy continuity of ecosystems. The Land Use and Development Committee established within the University oversees the implementation of these policies and ensures sustainable land management.

Forest Protection and Fire Fighting

Boğaziçi University aims to inform the public and raise awareness by researching the causes and consequences of forest fires. The University provides informative content to reduce the effects of fires through its study titled ‘Forest Fires: Causes and Consequences", the University provides informative content to reduce the effects of fires and tries to raise public awareness on the protection of ecosystems.

Sustainability Report and Land Conservation Studies

In its annual reports on environmental sustainability, Boğaziçi University describes in detail its land conservation and restoration efforts. The Boğaziçi University 2023 Environmental Sustainability Report sets out the university's policies and practices in this area. This report covers measures and practices taken for the protection of forests, sustainable use of mountains and restoration of ecosystems.

Policies for the Protection of Land and Ecosystems

Boğaziçi University has comprehensive policies for the protection, restoration and sustainable use of terrestrial ecosystems, especially forests, mountainous areas and arid regions in the lands connected to the university. In line with the strategic goals of the university,the Department of Construction and Technical Affairs has identified the creation of a livable campus within the scope of a green campus as one of its main policies and priorities. This policy forms a fundamental part of the university's sustainability mission and regulates the use of university-affiliated land.

Informative Publications for Land Protection

Boğaziçi University Climate Change and Policies Application and Research Centre (İklimBU) conducts comprehensive research on issues such as the effects of climate change on lands and ecosystems, the causes, consequences and prevention strategies of forest fires, and shares informative content and publications with the public. These contents aim to contribute to the protection of natural habitats by raising social awareness.

BİYOÇEŞİTLİLİK VE EKOSİSTEMLERİN KORUNMASI İLE SÜRDÜRÜLEBİLİR KULLANIMI HAKKINDA YÖNERGE

BÖLÜM BİR

Amaç, Kapsam, Dayanak ve Tanımlar

AMAÇ

Madde 1. Bu Yönergenin amacı;

a.Boğaziçi Üniversitesi yerleşkelerindeki doğal ve yapay ekosistemlerin korunmasını, iyileştirilmesini ve sürdürülebilir kullanımını desteklemek,

b.Boğaziçi Üniversitesi yerleşkelerindeki biyolojik çeşitlilik kaybını önlemek,

c.Boğaziçi Üniversitesi yerleşkelerindeki olası arazi bozulma durumlarını durdurmak ve olması durumunda tersine çevirmek,

d.Boğaziçi Üniversitesi yerleşkelerinin ilişkili olduğu deniz ve kıyı ekosistemlerini sürdürülebilir bir şekilde yönetmek ve kirlilikten korumak.

e.Boğaziçi Üniversitesi yerleşkelerinde gerçekleştirilen faaliyetlerin kıyısal ve denizel ekosistem biyoçeşitliliğine zarar vermeden gerçekleşmesini sağlamak.

KAPSAM

Madde 2. Bu Yönerge, Boğaziçi Üniversitesi yerleşkelerinde gerçekleştirilecek çeşitli faaliyetleri kapsar;

a.Yerleşkelerin doğal ve yapay ekosistemlerinin,

b.Kampüslerdeki biyolojik çeşitliliği oluşturan fauna ve floranın, korunmalarının planlanması ve bu planların uygulanmasına ilişkin hukuki, idari ve teknik esasları dikkate alarak; politika ve programların bu ilkeler doğrultusunda uygulanmasına ilişkin ilke, yönetmelik ve hükümleri kapsar.

DAYANAK

Madde 3. Bu yönerge, Türkiye Cumhuriyeti'nin taraf olduğu Birleşmiş Milletler Biyolojik Çeşitlilik Sözleşmesi ve Avrupa Yaban Hayatı ve Doğal Yaşam Alanlarının Korunması Sözleşmesi, 2872 sayılı Çevre Kanunu ile 4915 sayılı Kara Avcılığı Kanunu hükümlerine dayanılarak düzenlenmiştir.

TANIMLAR

Madde 4. Bu Yönergedde geçen;

a.Üniversite: Boğaziçi Üniversitesini,

b.Biyoçeşitlilik ve Ekosistemlerin Korunması ile Sürdürülebilir Kullanımı Komisyonu: Bu Yönergede belirtilen görevleri yerine getirmek üzere kurulan komisyonu,

c.Biyoçeşitlilik: Tür, genetik, fonksiyonel ve ekosistem çeşitliliğini,

ç.Ekosistem: Bir bölgedeki canlılar ve bu canlıların hem birbirleriyle hem de içinde yaşadıkları ortamla olan ilişkilerinden oluşan sistemi,

d.Doğal ekosistemler: Doğal koşulların etkisiyle oluşan ekosistemleri,

e.Yapay ekosistemler: İnsan yapımı ekosistemleri,

f.İstilacı türler: Geçmişteki veya mevcut doğal yayılış alanlarının dışında hayatta kalarak, üreyerek ve çoğalarak biyolojik çeşitliliğe zarar veren türleri,

g.Ekolojik iyileştirme: Tahrip edilen ekosistemlerin yeniden dönüştürülmesi ve restorasyonunu ifade eder.

İKİNCİ BÖLÜM

Genel İlkeler, Yönetim İlkeleri, Yönetim Birimleri, Görev ve Yükümlülükler

GENEL İLKELER

Madde 5. Üniversitenin sorumluluk ve yetki alanına giren doğal ve yapay ekosistemler aşağıdaki ilkelere uygun olarak yönetilir:

a.Karar alma süreçlerinde 2872 sayılı Çevre Kanununun 3. maddesinin c bendinde belirtildiği üzere sürdürülebilir kalkınma ilkeleri dikkate alınır,

b.Kampüslerde yaşayan veya konaklayan yabani hayvanların korunmasına öncelik verilir,

c.Kampüs planlamasında ve kampüste yürütülen faaliyetlerde biyolojik çeşitliliğe ve ekosistemlerin ihtiyaçlarına öncelik verilerek Boğaziçi Üniversitesi Biyolojik Çeşitlilik ve Ekosistemleri Koruma ve Sürdürülebilir Kullanım Komisyonu’nun görüşü alınır,

ç.Kampüslerde yürütülen faaliyetlerde doğal ekosistemlerin tahrip edilmemesi sağlanır,

d.Kampüslerde yürütülen faaliyetlerde tahrip edilen yapay ekosistemler anında onarılır veya başka bir yere taşınır,

e.Kampüslerde gerçekleştirilen tüm faaliyetlerde sürdürülebilir şekilde üretilen, yetiştirilen veya hasat edilen kaynaklar tercih edilir.

YÖNETİM İLKELERİ

Madde 6. Bu Yönerge, Boğaziçi Üniversitesi Biyolojik Çeşitliliğin ve Ekosistemlerin Korunması ve Sürdürülebilir Kullanımı Komisyonu tarafından yürütülür. Konuyla ilgili işlerin yürütülmesi Rektörlük/Dekanlık/Yüksekokul tarafından görevlendirilecek personel tarafından karşılanır.

YÖNETİM BİRİMLERİ

Madde 7. İdari Birimler:

a.Biyoçeşitlilik ve Ekosistemlerin Korunması ile Sürdürülebilir Kullanımı Komisyonu: Rektör tarafından görevlendirilen öğretim üyeleri ile Yapı İşleri ve Teknik Daire Başkanı, İdari ve Mali İşler Daire Başkanı ve Genel Sekreter Yardımcısından oluşur. Komisyon üyelerinin görev süresi üç (3) yıldır. Komisyon üyesi, görev süresinin bitiminden önce Rektör tarafından yeniden görevlendirilebilir veya görevden alınabilir.

b.Biyoçeşitlilik ve Ekosistemlerin Korunması ile Sürdürülebilir Kullanımı Komisyonu Başkanı: Biyoçeşitlilik ve Ekosistemlerin Korunması ile Sürdürülebilir Kullanımı Komisyonu üyeleri arasından Rektör tarafından görevlendirilen bir Öğretim Üyesi

SORUMLULUKLAR, GÖREV VE YÜKÜMLÜLÜKLER

Madde 8. Komisyon, Biyoçeşitlilik ve Ekosistemlerin Korunması ile Sürdürülebilir Kullanımına İlişkin Yönergenin doğru ve etkin bir şekilde uygulanmasından Rektöre karşı sorumludur. Komisyon bu sorumluluğunu Rektörlükten aldığı yetkiyle yerine getirir. Komisyonun görev ve sorumlulukları aşağıda belirtilmiştir:

a.Yönergenin uygulanmasına ilişkin ilkeleri belirlemek,

b.Yönerge uygulanmasında karşılaşılan sorunların ve çözüm önerilerini tespit etmek,

c.Mevzuat değişiklikleri halinde Yönergenin gözden geçirilerek güncellenmesini teklif etmek,

ç.Faaliyet yılı değerlendirme sonuçlarını rapor halinde Rektörlüğe sunmak.

Envanter ve Takip

Madde 9. Üniversitenin görev ve yetki alanına giren türlerin çeşitliliğinin envanteri çıkarılır ve bu türlerin korunma ihtiyaçları belirlenir. Bu kapsamda, Uluslararası Doğal Hayatı ve Doğal Kaynakları Koruma Birliği'nin hazırladığı ulusal koruma listeleri ve "Nesli Tükenme Tehlikesindeki Türler Kırmızı Listesi"nde (IUCN Red List) yer alan türlerin belirlenmesi, izlenmesi ve korunmasına öncelik verilmektedir.

Madde 10. Üniversitenin sorumluluk ve yetki alanı dahilinde biyolojik çeşitliliği tehlikeye atabilecek istilacı yabancı türlerin belirlenmesi, bu türlerin yayılmasının önlenmesi ve etkilerinin azaltılmasına yönelik eylem planları oluşturulur.

Madde 11. Üniversitenin görev ve yetki alanları dahilinde biyolojik çeşitliliğin araştırılmasına yönelik çalışmalar teşvik edilir ve desteklenir. Bu kapsamda:

a)Sarıtepe Kampüs’ünde ekosistem ve burada bulunan endemik ve endemik olmayan bitki toplulukların ve bitki türlerinin korunması ile ilgili aksiyon planları oluşturulması,

b)Güney Kampüs’te “İsviçre Korusu” olarak tabir edilen bölgenin ve genel anlamda kampüs içine dağılmış anıt ağaçlar dahil, flora ve faunanın korunması,

c)Kandilli Kampüs’ündeki ormanlık alandaki ekosistemin korunması,

d)Tüm kampüslerdeki münferit flora ve bu florayı kullanan faunal elemanların korunması, konusunda aksiyon planları oluşturulur ve uygulanır.

Farkındalık Artırma Faaliyetleri

Madde 12. Üniversite öğrencileri ve personeli başta olmak üzere halka yönelik biyoçeşitlilik ve ekosistemler konusunda eğitim ve etkinlikler düzenlenir.

BİYOÇEŞİTLİLİK VE EKOSİSTEMLERİN KORUNMASI İLE SÜRDÜRÜLEBİLİR KULLANIMI KOMİSYONUNUN KARAR ALMA SÜRECİ

Madde 13. Komisyon, üye tam sayısının salt çoğunluğuyla toplanır ve toplantıya katılanların salt çoğunluğu ile karar alır. Komisyon olağan toplantılarını üç (3) ayda bir yapar ve gerektiğinde komisyon başkanının çağrısı üzerine olağanüstü de toplanabilir.

YÜRÜRLÜK

Madde 14. Bu yönerge Üniversite Yönetim Kurulu tarafından kabul edildiği tarihte yürürlüğe girer.
